Rules and Regulations of “Bike to Work 2024” contest

Article #1: Preamble

This statute establishes the rules for local governments, employers, and individuals participating a national contest titled Bike to Work 2024.

Article #2: Goal of the Contest

The goal of the contest is: to support development of sustainable mobility in urban areas; to motivate local governments in creating safe and conducive conditions for cyclo-transport around the town and within the district; to motivate employers in creating conditions for safe bike storage, changing room with an access to bathroom facilities, and potentially providing employee bonuses for commuting by bike; to motivate employees in choosing a bike over a car on their daily commutes.

Article #3: Contest Organiser and Co-Ordinator

  1. The organiser of the contest is the national cyclo-coordinator, The Ministry of Transport of the Slovak Republic.
  2. The co-ordinator and expert guarantor of the contest is the non-goverment organization Civic Cyclo-Initiative Banská Bystrica.

Article #4: Contest Rules

  1. The contest objective is to motivate the local governments which, by registering at the national web portal www.dopracenabicykli.eu, confirm that they will:
    1. designate a person in charge of regional contest co-ordination
    2. promote the contest at their website
    3. announce the results and organise a closing award ceremony within their district
  2. The contest is intended for teams that comprise of employees hailing from the same company or institution, that register with the contest and thus confirm that between 1st to 30th June 2024 they will commute to work by bike and log their results into the recording system on the www.dopracenabicykli.eu website. Teams of students frequenting the same school can participate in the contest if they register and thus confirm that between 1st and 30th June 2024 they will commute to school by bike and then log their rides with the record-keeping system at www.dopracenabicykli.eu. All participating students have to be at least 15 years old by the beginning of the campaign, i.e. by 1st June 2024. If there is an competitor whose age is under 15 years, he or she must go to school/kindergartend with person whose age is over 18 years.
  3. Only teams hailing towns whose local governments have officially registered can participate in the contest, as maintained by the Article #4, point 1.
  4. Only teams comprised of employees of the same company or institution, residing in the same town, can join the contest. Neither individuals nor teams made up of employees of different organisations can participate in the contest.
  5. Only individuals whose place of work is in an officially registered municipality, or have their permanent or temporary residence in an officially registered municipality, may enter the competition.
  6. One team may consist of 2 – 4 members who can prove that during the entire contest they are all employed by the same company, with whose IČO (organisation’s identification number) they register. Any number of teams can come from the one company. Every team must have at least 2 and at most 4 members. Students register using their school’s IČO.
  7. Every contest participant can only register once. Duplicate registration will be considered a rules violation. Every team whose team-member has registered more than once cannot enter the prise-winning lottery.
  8. By filling out the registration form, every participant affirms to respect the contest rules and log their kilometres in an honest and accurate manner.
  9. Every team-member will log their cyclo-commute for every day from 1st to 30th June 2024. When logging their rides, participants can choose from the following options:
    To work: the journey from home to place of employment
    To home: the journey from place of employment to home
    After choosing the direction of travel, the competitor choses the means of transport in the chosen direction: bike, by foot, public transport, or car.
  10. Only “normal” journeys to and from work count towards the competition. The same rules apply to weekends and to week-days, in case that the participant works on weekends. The maximum of two rides can be logged for the same day.
  11. If a competitor takes more than two rides during the day, he/she will register in the system the rides that most closely match his/her “usual” commute to work. It is not allowed to add the length of more than two rides to the “usual” rides.
  12. The recording of so-called recreational journeys (bicycle trips, hikes, training…) is not allowed, only journeys to and from work are recorded.
  13. Competitors working from home (home office) can also take part in the competition. These competitors will create and will write down their “usual” routes to work – which they would do, if they worked in their common workplace. Competitors can also take another route, not only to work and back. In that case, they only record the completed ride in a length that does not exceed the “usual” way to work.
  14. Kilometres acquired during work-hours – so called „work errands“ – do not count (as this would be disadvantageous to the participants who remain at the same location throughout their work day or disproportionately advantageous to those working as postman or similar).
  15. Individuals can keep records – log rides and kilometres – only for themselves, as specified in the point 8, while the team leader is responsible for complete registry.
  16. It is necessary to keep records and log rides daily, including both work days and days off. Afterwards, rides can only be logged within 7 days of their completion. When the grace period is over, past rides and kilometres cannot be logged.
  17. In the so-called Bonus category it will be taken into account whether at least 2/3s of all individual‘s commutes were by bike, or if the participant logged at least 500 km commuted by bike.
  18. Contest co-ordinators / local co-ordinators reserve the right to visit a participant at her/his work-place in order to confirm her/his real existence.
  19. Every contestant has the right to cancel their participation at any time by reporting to the organiser, upon which her/his kilometres will be taken off the records at the main website.

Article #5: Contest Execution and Dates

  1. The contest begins on 1st June 2024.
  2. Participating town: The statutory representative of a local government is obliged to fill out the registration form posted at www.dopracenabicykli.eu on time, by 29th May 2024 the latest. They will designate a local contest co-ordinator who will oversee the team-registration and the contest at their local level. Mandatory information required of a local government upon their registration:
    1. Town/City,
    2. Population size (After you add the name of the city, the system will automatically add the number of inhabitants by the Statistical Office of Slovak Republic, till 31st of December 2022),
    3. Name of the Statutory Representative,
    4. Acknowledgment of registration requirements and conditions,
    5. Confirmed acknowledgement of the contest rules and regulations,
    6. Name of a designated local contest co-ordinator
    7. Contact details of the above co-ordinator
  3. Competing team: is one that registers by filling out the online registration form posted on the associated website by 7th June 2024 the latest. The required informations are: team name, company name, IČO (organisation’s identification number), names of individual participants, their e-mail addresses and other contact information.
  4. The contest ends on 30th June 2024.
  5. The contest statute is posted on the www.mindop.sk website (under Doprava – Cyklistická doprava a cykloturistika / Transport – Cyclo-Transport and Cyclo-Tourism) and at www.dopracenabicykli.eu, the official campaign website.
  6. Local competition evaluations will be organised individually by the registered municipalities. The contest organiser will organise a national award ceremony. The day and venue of the ceremony will be posted at the official campaign website www.dopracenabicykli.eu and at the Ministry of Transport of the Slovak Republic website (www.mindop.sk) as well. Participating towns will also post this information on their official websites.

Article #6: Contest Categories

  1. On the national level, there are three contest categories:
    1. The winning company and the following two (3 companies) with the best overall average placement in these five indicators:
      1. Total number of competitors for the company.
      2. Number of competitors with at least one kilometer ridden on bike.
      3. Number of competitors with at least one kilogram CO2 saved.
      4. Total number of bike rides.
    2. The winning municipality and the two following ones in the standings (3 municipalities) with the best total average standing in these indicators:
      1. The total number of participants in the municipality
      2. The number of participants in the municipality as a ratio to the number of its citizens
      3. The number of competitors with at least 1 kg of CO2 saved as a ratio to number of citizens of the municipality
      4. Number of rides ridden on bicycle as a ration to number of citizens of the municipality
    3. Third category, or the so-called Bonus category – there are going to be three sub categories – bike, public transport and walking. All participants who make at least 2/3s of their contest commutes by bike, or logged at least 500 km commuted by bike, will be entered into a lottery. All participants who make at least 2/3s of their contest commutes by public transport, will be entered into a lottery. In this lottery are going to be three winners. All participants who make at least 2/3s of their contest commutes by walk will be entered into a lottery. In this lottery are going to be also three winners. All of the rides and ridden kilometers must be done in the June 2024.
  2. At a local level, there are three contest categories:
    1. First category: Participant’s evaluation is based on the overall distance commuted by bike between 1st and 30th June 2024 Awards will be given to the best team (whose members cumulatively biking the most kilometres on their way to and from work during the contest) and the best individual (biking the most kilometres on her/his way to and from work during the contest),
    2. Second category: Participants’ evaluation is based on the overall number of rides made by bike between 1st and 30th June 2024. Awards will be given to the best team (whose members cumulatively did the most rides) and the best individual (biking the most rides during the contest),
    3. Third category, or the so-called Bonus category: All participants who make at least 2/3s of their contest commutes by bike, or logged at least 500 km commuted by bike, will be entered into a lottery. There is only one winner to the lottery. The number of competitors so drawn will be the same as the number of prizes that the campaign partners have submitted to the competition at local level, in addition to the awards in the first two competition categories.

Article #7: Specific Regulations

  1. The overall mileage record is based on trust, as the competition is primarily aimed at promoting the development of cycling in cities. The aim is to reinforce the perception of cycling as an environmentally friendly and healthy form of transport, equal to other modes of transport in towns and cities.
  2. Teams‘ names, kilometre count, and members‘ names will be published on the following website: www.dopracenabicykli.eu.
  3. Competitor´s contact details (e-mail or phone no.) will not be made public and serve only for the needs of the contest co-ordinator.
  4. By agreeing with the statute of the competition, participants agree to anonymous processing of the obtained data about the bicycle rides recorded in the register system by the organizer of the competition for the purposes of evaluating the competition and for the production of traffic analyzes.
  5. By agreeing to the Statute of the competition, the competitor gives consent to the processing of personal data to the extent specified in the „Privacy Policy document“.
  6. Interventions in the campaign registration system can only be made until 6.7.2024 23:59. After this date, any interventions in the registration system are no longer possible.
  7. The campaign organisers reserve the right to disqualify a contestant from the campaign.

Article #8: Concluding Regulations

  1. The statute has been approved by the contest organiser.
  2. The statute is published at www.mindop.sk and www.dopracenabicykli.eu.
  3. The statute enters into force on the day signing.
